Multistakeholder meeting: Statelessness in the EU Pact on Migration and Asylum: Statelessness as a Vulnerability

On 27 October 2025 in Luxembourg, stakeholders will gather to discuss how the EU Pact on Migration and Asylum addresses statelessness as a vulnerability. The meeting will focus on early experiences with implementing the new obligations under the Screening and Asylum Procedures Regulations. Organised under the EMN Platform on Statelessness, it will provide space for exchange among national experts, EU agencies, and international organisations.

What

On 11 June 2024, the EU Pact on Migration and Asylum, approved by the European Parliament and the Council, entered into force and is expected to be implemented by June 2026. This is the first time that binding provisions on statelessness have been introduced in the EU acquis. The Pact identifies statelessness as a vulnerability, introducing legal requirements to identify and record statelessness. This marks an advancement in the better identification and protection of stateless individuals seeking and receiving protection in the European Union. The Screening Regulation and Asylum Procedures Regulation of the Pact require Member States to assess statelessness indicators during the preliminary vulnerability check of migrants and to clearly register them, pending the determination of whether the individual is stateless.

The event will serve as a platform for exchanging good practices and challenges, while also providing networking opportunities for various stakeholders – Member State experts, practitioners, researchers, international and non-governmental organisations.
