Council agrees on coordinated approach for transition out of temporary protection for displaced Ukrainians

The Council of the European Union has adopted a recommendation outlining a common framework for the gradual transition of displaced Ukrainians out of temporary protection. The measures aim to support sustainable return and reintegration in Ukraine when conditions allow, while also facilitating access to other residence statuses for those eligible. The recommendation provides guidance on voluntary return, reintegration support and information systems for displaced persons.

 

On 4 June 2025, the European Commission proposed a Council Recommendation outlining measures to support beneficiaries of temporary protection in transitioning to longer-term solutions. Building on this proposal, the Council has now agreed on a coordinated framework to guide Member States in preparing for the transition out of temporary protection, which is currently in place until 4 March 2027.

In relation to residence status, Member States are invited to offer national residence permits on grounds related to employment, training, education, or family reasons, as well as to allow applications for EU-level statuses, such as those related to highly qualified work. However, temporary protection cannot be combined with another EU legal status.

Regarding return and reintegration, the recommendation encourages Member States to provide exploratory visits to Ukraine, to coordinate voluntary return programmes with Ukrainian authorities, and to extend temporary protection rights for those enrolled in such schemes. Reintegration support is emphasised as essential for sustainable return.

Information provision is also a central element, with Member States being called upon to establish systems and campaigns regarding residence options and return opportunities. The creation of so-called "Unity Hubs", which could be financed by EU programmes, is suggested as a way to provide practical assistance, including employment advice and document support.
