Ad Hoc Query on supporting measures for Ukrainians wishing to go back to Ukraine on a voluntary basis

Are the Member States providing any support measures to Ukrainian citizens wishing to go back to Ukraine on a voluntary basis? This ad hoc query launched by Estonia examines the current measures as well as possible plans, including to develop long-term support measures/programs for Ukrainians who wish to voluntarily go back to Ukraine.

The responses to this ad hoc query showed inter alia that:

  • 5 Member States noted that they provide support measures to Ukrainian citizens wishing to go back to Ukraine on a voluntary basis. BE for example specified that Fedasil currently only supports return via bus to certain cities. The bus ticket is paid and additional cash is given for the journey. Limited reintegration support is also provided locally in Ukraine for vulnerable returnees. An escort is also possible up to the border. Other respondents reported measures, always including free transportation. NL noted that transport to the Polish-Ukrainian border, in general, is arranged by bus, but in exceptional cases, a flight (to Poland) can be organized and paid for.
     
  • 18 Member States responded that they don’t provide support measures to Ukrainian citizens wishing to go back to Ukraine on a voluntary basis. However, according to FI, IOM stated that limited local assistance including transport may be offered to mitigate protection risks in specific border situations. FR also noted that the grant of free travel tickets by the French public railway company, SNCF, to Ukrainian people enjoying temporary protection is a facilitation of return. Some States, including EE, noted that support measures, including financial aid and counseling, are in the planning stage.
  • Long-term support measures/programs for Ukrainian citizens who wish to go back to Ukraine on a voluntary basis are not reported. Several States underlined that they were waiting to see how the situation would evolve while some of them underlined that they would prefer a common EU approach in this matter.
