Ad Hoc Query on (planned) projects aimed at fostering the connection of BoTPs to Ukraine

This ad hoc query examines whether EMN Member Countries are developing or considering initiatives to maintain and strengthen the connections between beneficiaries of temporary protection displaced from Ukraine and their country of origin. It aims to map projects that support continued engagement with Ukraine, including information provision to enable informed decisions about possible return. The query also explores whether such initiatives contribute to future recovery and sustainable reintegration.

Background

As part of aligning with the Council Recommendation on a coordinated approach to the transition out of temporary protection, the Netherlands is exploring ways to contribute to the future recovery of Ukraine by fostering connections between Beneficiaries of Temporary Protection (BoTPs) and Ukraine. These efforts aim to pave the way for smooth and sustainable reintegration for those willing and able to return in the future, while ensuring displaced persons can make informed decisions. Currently, the Dutch government supports dialogues between displaced Ukrainians in the Netherlands and envoys of internally displaced persons (IDP) councils in Ukraine. 

Respondents: 

19 EMN Member Countries (including BE) provided a public answer to this ad hoc query. 

Findings:

A preliminary analysis of the results of the ad hoc query shows that: 

  • The majority of responding EMN Member Countries are not currently working on specific projects to foster the connection between the BoTP diaspora and Ukraine. Most existing initiatives in countries like LV, ES, and LU are primarily focused on social integration, psychological support, and providing practical assistance within the host country rather than preparing for return. 

  • A few EMN Member Countries have established platforms or centres to maintain cultural and informational ties. BE utilises the "helpukraine.brussels" platform to keep BoTPs connected to Ukrainian community events. In CZ, the Ukrainian Consultation Centre in Prague involves the diaspora in the reconstruction of Ukraine. AT maintains communication with Ukrainian associations and the embassy to promote networking and exploration of Ukrainian cultural identity. 

  • "Unity Hubs" are emerging as a shared prospective model for future support. FI, NL, and SE are all considering or planning the establishment of these hubs to offer combined services for local integration and potential reintegration in Ukraine. SE intends for its hub to facilitate direct contacts between displaced Ukrainians and their home country. 

  • Connecting BoTPs specifically with IDPs in Ukraine is currently rare. NL is the only EMN Member Country reporting an active project in this area, having launched a dialogue series in July 2025 focused on human capital, trust-building, and mutual understanding of the challenges faced in both regions. Most other EMN Member Countries, such as AT, CZ, and SE, stated they have no current plans to include links to IDPs in their activities.
