Where does the new Pact on Migration and Asylum stand?

In a new state of play published today, the European Commission reviews the state of affairs regarding progress on the New Pact on Migration and Asylum. Key developments since the last state of play from April 2023 are highlighted.

In September 2020, the European Commission presented the New Pact on Migration and Asylum as a set of regulations and policies to create a fairer, efficient, and more sustainable migration and asylum process for the European Union. 

In September 2022, the European Parliament and the five rotating Presidencies of the Council signed a joint declaration on the timeline for the organisation, coordination and adoption of proposals under the Common European Asylum System (CEAS) and the New Pact by the end of this legislative period, with the view to concluding negotiations by February 2024.

In the last state of play released on 10 October 2023, the European Commission inter alia highlights key developments that took place in June and October 2023. On 8 June 2023, Member States have agreed on the Council’s negotiating position for two proposals for regulations: the Asylum Procedure Regulation and the Asylum and Migration Management Regulation. Trilogues between the Parliament, the Council and the Commission are ongoing. On 4 October 2023, Member States reached a political agreement on the Crisis Regulation. Trilogues will thus start soon on this file.
