New High-Level Committee will help prepare the 2026-2027 plan for resettlement and humanitarian admission to the EU

The High-Level Committee on Resettlement and Humanitarian Admission held its first meeting on 7 November 2024. It will help the Commission define the EU’s two-year Plan that will determine the number of refugees to be admitted to the EU, and the countries and regions from which resettlements and humanitarian admissions should take place. 

The Union Framework Regulation, which became applicable on 11 June 2024, provides that "A High-Level Committee should be established to consult with stakeholders on the implementation of the Union Framework. The High-Level Committee should advise the Commission on issues related to the implementation of the Union Framework, including on a recommended number of persons to be admitted and the regions or third countries from which admission should be undertaken, taking into account the UNHCR Projected Global Resettlement Needs."

On Thursday 7 November 2024, the High-Level Resettlement and Humanitarian Admission Committee met for the first time. Chaired by the Commission, the Committee included representatives from the European Parliament, the Council, EU countries, the EU Agency for Asylum, the UN High Commissioner for Refugees, the International Organization for Migration, and representatives of civil society. 

The High-level Committee will contribute to the two-year Union Plan, which sets the number of refugees to be admitted to the EU and from which countries these admissions should occur. The Union Plan will then be adopted by the Council based on a proposal from the Commission and the voluntary pledges of EU countries. The first Union Plan is expected to cover the period 2026-2027.
