EU Ministers push for continued work on migration and fast progress on the return proposal

At the European Council on 20 March 2025, EU Ministers encouraged work in the field of migration, particularly regarding cooperation with third countries and the implementation of existing legislation. They also called on the Council and the European Parliament to advance on files with a migration dimension, especially the recent Commission proposal on returns.

During their meeting, EU Ministers reviewed progress on key migration issues and reaffirmed the need for continued efforts, particularly in strengthening cooperation with third countries. They emphasised the importance of comprehensive partnerships to manage migration flows effectively.

The Ministers also stressed the need to advance the implementation of adopted EU laws and further develop measures to prevent and counter irregular migration, including exploring "new ways in line with international law."

Efforts related to returns were a key focus of the discussions, with Ministers calling on the Council and the European Parliament to make progress on migration-related files, particularly the recent Commission proposal on returns. Progress is also expected on the review of the safe third country concept (STC).

Additionally, they highlighted the importance of combating instrumentalisation, human trafficking, and smuggling, as well as ensuring visa alignment with neighboring countries. The promotion of safe and legal migration pathways, in line with national competencies, was also underlined as an essential part of a comprehensive approach.
