The EU Commission proposes a progressive start of operations of the Entry/Exit System

On 4 December 2024, the European Commission released a proposal for a Regulation enabling a progressive start of operations for Europe’s new digital border system - the Entry/Exit System (EES). According to the proposal, the Member States will start registering at least ten per cent of border crossings, and by the end of the given six-month period, they will need to reach the full registration of all people.

The Entry/Exit System (EES) is an automated IT system for registering non-EU nationals travelling for a short stay, each time they cross the EU external borders. For the first time, a system will collect biometric data, such as facial images and fingerprints of third-country nationals crossing the external borders. It had been decided at the Justice and Home Affairs Council of 19-20 October 2023 that the system would be ready to enter into operation in Autumn 2024. However, some Member States told the EU that their border computer systems would not be ready in time for the deadline.

The EU Commission now proposes to provide flexibility to Member States to start using the EES according to their level of readiness. The Member States will progressively start the EES operations, beginning with a minimum registration of 10% of estimated border crossings and reaching full registration of all individuals by the end of the given six-month period. The details of a progressive entry into operation at the central and national levels will be set out in the roll-out plans of eu-LISA and Member States upon consultation with the Commission. Member States will provide monthly progress reports to the Commission and eu-LISA.

The proposal will now be submitted to the European Parliament and the Council for adoption. Once adopted, the EES Regulation will enter into force, allowing Member States and eu-LISA to prepare for the progressive start of operations.
