EMN Sweden Conference: A common European approach to labour shortages and talent attraction

On 3 December 2025 in Stockholm, the EMN Sweden Conference will gather stakeholders to discuss labour shortages and international talent attraction. The event will explore EU and national strategies to address these challenges and strengthen Europe’s competitiveness. Policymakers, experts and practitioners will exchange insights, good practices and new research findings.

What

This year’s EMN Sweden conference will focus on labour shortages and international talent attraction — a growing challenge across Europe. In Sweden, talent attraction is also high on the agenda, with labour shortages posing a major obstacle to business growth. The conference will bring together policymakers, researchers, government agencies, social partners, private sector representatives, and EU institutions to exchange knowledge and explore policies, initiatives, and innovative practices addressing labour shortages and strengthening the EU’s global competitiveness for talent.

Participants will have the opportunity to hear about the latest EU legal and policy initiatives in the area of labour migration and talent attraction, as well as the findings of new EMN-OECD outputs on innovative ways to attract foreign talent and labour migration during times of labour shortages. Interactive sessions will provide space for sharing national experiences and discussing how successful approaches can be adapted to different contexts.
