EMN publishes its Asylum and Migration Overview 2024 and launches new interactive EU report

The European Migration Network (EMN) has published its Asylum and Migration Overview 2024, with contributions from 30 Member and Observer Countries. The Belgian and EU-wide reports are both made available today, with the European report presented today 9 July 2025 at an online launch event gathering over 260 participants. For the first time, the EU report is available in an interactive format offering dynamic access to key data and trends.

Published today, the EMN’s Asylum and Migration Overview (AMO) 2024 presents key developments in asylum and migration policy across the EU and in each participating country.

The Belgian report presents key developments that took place in 2024, including political changes following the June elections and the appointment of a new Minister for Asylum and Migration in early 2025. It highlights labour migration laws adopted by federated entities during the year to simplify procedures and address labour shortages, a continued increase in applications for international protection amid reception capacity challenges, and ongoing support for over 92.000 beneficiaries of temporary protection from Ukraine. The report also notes that regional governments revised integration policies in 2024 to improve accessibility and early inclusion. Other developments observed during the year include preparations for EU border management systems, awareness-raising initiatives on the risks associated with irregular migration, and notable legal and operational changes related to the management of both voluntary and forced return procedures.

The European report outlines key developments across EMN Member and Observer Countries in 2024. It highlights that irregular migration into the EU decreased compared to 2023, particularly along the Central Mediterranean and Western Balkan routes. The report notes that several Member States adopted more restrictive asylum and migration policies during the year, citing concerns such as national security, misuse of migration channels, and pressure on reception and integration systems. Measures were taken in 2024 to improve the efficiency of asylum procedures and reorganise reception capacity. The report also details developments in EU legislation over the course of the year, including changes to border management through the revised Schengen Borders Code and the Screening Regulation, the recast Single Permit Directive, progress on Talent Partnerships, and the adoption of the revised Anti-Trafficking Directive. Additionally, it covers 2024 return and readmission efforts, addressing enforcement, operational cooperation, and support for voluntary return and sustainable reintegration.
