EMN Hungary Conference: Different regional solutions to the challenges of temporary protection
The EMN Hungary Conference will explore how EU temporary protection frameworks are evolving and how these changes are implemented in practice across Central Europe. It aims to connect high-level policy developments with on-the-ground realities for displaced persons and host communities. The conference will examine potential transitions from the EU temporary protection regime and highlight regional practices, challenges, and successful approaches.
What
The conference will be divided into two panels:
- Panel 1 – Outlook for the possible transition from the EU temporary protection regime: The first panel will examine scenarios for transitioning from the current EU temporary protection framework, considering legal, operational, socio-economic, and fundamental rights aspects. Speakers from UNHCR, IOM, and ICMPD will present evidence-based analyses and recommendations on ensuring protection continuity, supporting integration, and enabling voluntary return. The discussion will address the implications for both displaced persons and host communities, highlighting practical approaches to manage the transition effectively.
- Panel 2 – Regional practices: challenges and good practices: The second panel will focus on regional experiences in Central Europe, exploring both challenges and successful approaches in managing temporary protection, migration transitions, and returns. Experts from national authorities will share country-specific practices, key operational obstacles, and examples of effective solutions. Emphasis will be placed on cross-border cooperation, harmonising procedures, and drawing lessons that can inform broader EU-level policy dialogue.
