Albania joins the European Migration Network as an Observer Country

Albania has officially joined the European Migration Network (EMN) as an Observer Country. An Administrative Agreement was signed on 24 June between the European Commission and the Albanian Ministry of Interior. The arrangement was concluded on the margins of a conference co-organised by EMN Poland and establishes formal cooperation between the two parties within the EMN framework.

The European Migration Network (EMN), coordinated by the European Commission, supports policymaking by providing objective and comparable information on migration and asylum. It brings together EU Member States (except Denmark) and currently includes Norway, Georgia, Moldova, Ukraine, Armenia, Serbia and Montenegro as Observer Countries. Observer status allows non-EU countries to participate actively in the Network’s activities, including attending all meetings and contributing to information outputs such as ad hoc queries, studies, and reports.

On Tuesday 24 June 2025, Deputy Minister of Interior of Albania, Andi Mahila, and Deputy Director-General of DG HOME, Olivier Onidi, signed an Administrative Agreement marking Albania’s entry into the EMN as an Observer Country. This development opens new avenues for structured cooperation and mutual exchange on asylum and migration-related matters between Albania and other EMN Member and Observer Countries.
