IES Spring Lecture Series: Establishing the Second-Phase of a Common European Asylum System
During the second lecture of the IES Spring Lecture Series 2013, the current establishment of the Second-Phase of a Common European Asylum System (CEAS) will be critically assessed.
What
Kris Pollet of the European Council for Refugees (ECRI) will introduce the lecture by briefly discussing the main outcomes of the second phase of legislative asylum harmonization, with a focus on the most relevant amendments to the reception conditions directive, the Asylum Procedures Directive and the Dublin Regulation. Mr. Pollet will particularly reflect on the role and competences of the European Asylum Support Office (EASO) in enhancing quality and convergence of decision-making on individual asylum applications. Recent discussions on solidarity tools such as joint processing and intra-EU relocation of beneficiaries of international protection will also be discussed.
Dr. Marcelle Reneman from the Law department of the University of Leiden will discuss the evolving jurisprudence of the European Court of Justice (ECJ) and of the European Court of Human Rights (ECtHR) with regards to asylum law. Particular attention will be paid to the question whether case law of the ECJ fills gaps left by the first and/or second phase measures.
