EMN Quarterly (January - March 2023)
This 42nd Quarterly (used to be named Bulletin) of the European Migration Network (EMN) offers an overview of EU and national developments in asylum and migration policy as well as an overview of key statistics, plus related EMN outputs and developments for the period January - March 2023.

This EMN Quarterly inter alia reports on:
- EU and national developments related to the Temporary Protection Directive, including the survey to be conducted in Sweden to learn more about Ukrainian citizens' ability to enter the Swedish labour market.
- General policy developments at EU and national levels, including the first meeting of the Labour Migration Platform to discuss labour market challenges, exchange best practices on labour migration and skills shortages in the EU.
- International protection including asylum: the European Union Agency for Asylum (EUAA) published four scenarios for asylum-related migration to Europe in 2032.
- Unaccompanied minors and vulnerable groups, including the new training release by the European Union Agency for Fundamental Rights (FRA) for guardians of unaccompanied minors.
- Legal migration: Estonia introduced new incentives for hiring foreign labour in a "growth company". The said companied can offer salaries to foreign employees that are at least 80% of the average salary in Estonia and residence permits issues to foreign employees of a growth company will not be subject to the annual immigration quota.
- Integration: In Luxembourg, the municipality of Leudelange signed a pact aimed at regionalising integration policies.
- Management of the EU external borders, including the extension of the state of emergency on the Latvian-Belarusian border, taking into account the continuing risks of irregular migration and hybrid attacks by the Belarusian regime.
- Irregular migration: Italy reported that 27.057 migrants landed on Italian coasts between 1 January and 28 March 2023.
- Return: The Commission presented a policy document "Towards an operational strategy for more effective returns" and a recommendation on mutual recognition of return decisions and expediting returns when implementing the Return Directive.
- Actions addressing trafficking in human beings, including the new action plan for combatting trafficking in human beings for the 2023-2024 period in Slovenia.
- External dimension: The Council of the European Union prolonged sanctions on Russia for an additional six months until 31 July 2023 and restrictives measures on Belarus for an additional year until 28 February 2024.
