De Luxemburgse Ombudsman voor Kinderen en Jeugd (OKaJu) voert samen met UNICEF Luxemburg onderzoek uit naar de situatie van niet-begeleide minderjarigen in Luxemburg. In deze context willen ze informatie verzamelen over goede praktijken in andere lidstaten, met de focus op de voogdij over niet-ambtenaren.

On 27 May 2025, the Belgian Contact Point to the European Migration Network (EMN) participated in a capacity-building session on guardianship and the quality of care for asylum-seeking children in the context of the EU Pact on Migration and Asylum. The seminar was organised by the European Network of Ombudspersons for Children (ENOC), in collaboration with OKaJu (Ombudsman for Children in Luxembourg – Ombudsman fir Kanner a Jugendlecher) and the Luxembourgish Contact Point to the EMN. The aim of the session was to discuss the impact of the new Pact on children in asylum procedures.

EMN Luxemburg organiseert, in samenwerking met de Ombudsman voor Kinderen en Jongeren in Luxemburg en het Europees Netwerk van Ombudsmannen voor Kinderen (ENOC), een seminarie om de lidstaten en hun respectieve instellingen te ondersteunen bij de uitvoering van het migratie- en asielpact, met bijzondere aandacht voor kinderrechten.

The Federal Public Service Justice is currently able to assign a guardian to an unaccompanied foreign minor within the normal period of 8 weeks. However, the demand for guardians remains high in Limburg, Antwerp and Brussels, and the Guardianship Service is still urgently looking for additional guardians.

As of 1 August 2024, the European Commission will support nine Member States, including Belgium, in preparing their National Implementation Plans for the Pact on Migration and Asylum. These countries will receive targeted support to carry out situational analysis and identify the necessary actions to implement the Pact in line with the Common Implementation Plan.

Tijdens deze bijeenkomst zullen de ombudsmannen voor kinderen en de kinderwelzijns- en voogdijautoriteiten van de EU-lidstaten en andere landen samenkomen om een open discussie te voeren over de specifieke aspecten van de rechten van niet-begeleide minderjarigen uit derde landen.
