EMN Belgium participates in the ENOC Spring Seminar on the rights of asylum-seeking children
On 27 May 2025, the Belgian Contact Point to the European Migration Network (EMN) participated in a capacity-building session on guardianship and the quality of care for asylum-seeking children in the context of the EU Pact on Migration and Asylum. The seminar was organised by the European Network of Ombudspersons for Children (ENOC), in collaboration with OKaJu (Ombudsman for Children in Luxembourg – Ombudsman fir Kanner a Jugendlecher) and the Luxembourgish Contact Point to the EMN. The aim of the session was to discuss the impact of the new Pact on children in asylum procedures.
The event began with presentations by both the European Commission and the Platform for International Cooperation on Undocumented Migrants (PICUM), focusing on the impact of the Pact on children, whether accompanied or unaccompanied, within asylum procedures. The session provided an opportunity for dialogue between policymakers, civil society representatives, and ombudspersons from ENOC member countries, examining how the new legislation addresses and safeguards children’s rights. Key issues raised included the situation of young individuals claiming to be minors when their age is disputed, the possible placement of such individuals in detention during age assessment procedures, and the absence of specific references to age assessment in the Screening Regulation.
The afternoon featured a panel discussion on the role of ombudspersons for children in the context of the new Pact, with particular attention to the obligation for EU Member States to establish monitoring mechanisms as required by the Screening Regulation. ENOC members also exchanged perspectives on guardianship and the quality of care provided to asylum-seeking children in their respective countries.
Additionally, the event offered EMN Belgium an opportunity to establish contact with both the Flemish and French-speaking Ombudspersons for Children in Belgium. This connection may pave the way for further fruitful exchanges of information on the challenges faced by migrant children in the country.
