The topics for 2024 EMN studies and informs are known!
The EMN Steering Board has voted on the topics which will be analysed in studies and informs in 2024. In line with the targets outlined in the 2023-2025 work programme of the EMN, 3 new studies and 10 new informs will be published next year.
The EMN will carry out the 3 following studies in 2024:
1. The international dimension of the EU policy to prevent and combat trafficking in human beings and protect the victims of this crime:
This study aims to analyse anti-trafficking policies with third countries conducted at EU and at national level and their contribution to combatting trafficking towards the EU and in third countries, including their impact on irregular migration and on the situation of the victims of trafficking.
2. Family reunification of third-country nationals in the EU: state of play after 20 years of implementation of the Family Reunification Directive:
This study will give an overview of the state of play of national legislations, policies and/or practices implementing the Family Reunification Directive in the EU after 20 years of implementation. It will also provide an overview of good practices and existing challenges in this matter in the Member States.
3. Labour migration in times of labour shortages:
This study aims to examine if and how labour migration is used by EMN Member and Observer Countries as a measure to counteract current and future labour shortages. It will take stock of relevant national policy developments in the past three years and highlight good practices, lessons learned and challenges in this context.
The EMN will publish informs on 10 topics in 2024:
1. Conditions and practice of mutual recognition of expulsion decisions in the Member States of the European Union and way forward:
This inform aims to examine the various legal and practical conditions in the individual Member States, as well as best practices (if possible) and statistics with regard to the recognition of return decisions. It aims to highlight possible actions and progress to be accomplished for effective mutual recognition of return decisions.
2. New and innovative ways to attract foreign talents into the EU:
This inform will map new initiatives EMN Member and Observer Countries pursue when attempting to attract foreign talents since 2022. It will also analyse whether and how EMN Member and Observer Countries monitor the effectiveness of the pursued initiatives designed to attract foreign talents.
3. Migration diplomacy: An analysis of policies, negotiation tools and instruments:
This inform will analyse the current strategies and tools in place and to identify challenges and best practices to build upon in the future, thereby contributing to the discussion on effective migration diplomacy and in particular migration partnerships with third countries.
4. Governing the accommodation of international protection applicants:
This inform aims to better understand how EMN Member and Observer countries govern the accommodation of international protection applicants, identifying common governance challenges and strategies and raising awareness of different operating approaches.
5. Access to remedies for international protection applicants:
This inform aims to understand the procedures and structures in place to ensure international protection applicants have access to an effective remedy. It will also examine recent developments in appeals procedures and compare data on appeals and the outcomes of such appeals in each country.
6. Designing migration strategies:
This inform will examine the different approaches to designing migration strategies in EMN Member and Observer Countries. It will identify good practices and challenges with formulating, implementing and monitoring such strategies.
7. Language support measures for adult beneficiaries of international protection:
This inform aims to provide an overview of available language support measures for adult beneficiaries of international protection in EMN Member and Observer Countries and analyse the design and framework conditions of these language support measures.
8. Access to education for migrant children in the EU:
This inform will map existing policy frameworks and current practices in EMN Member and Observer Countries designed to accommodate migrant children into primary and secondary schools. It will also identify good practices and challenges faced when implementing initiatives designed to satisfy migrant children's needs in primary and secondary schools.
9. Vocational education and training of beneficiaries of international protection:
This inform aims to identify how EMN Member and Observer Countries implement vocational education and training as a measure for integration of beneficiaries of international protection. It will also examine the extent to which vocational education and training are recognized as important measures for facilitating this integration.
10. Dispersal of international protection applicants and relationship management with local communities:
This inform aims to better understand how the geographic dispersal of international protection applicants is governed and managed in EMN Member and Observer Countries. The Inform will further identify good practices for relationship management with local communities that host international protection applicants.
