Return and reintegration experts chart pathways for collaborative solutions
The Expert Conference on Return and Reintegration, jointly organised by Belgium’s Federal Agency for the Reception of Asylum Seekers (Fedasil), the International Centre for Migration Policy Development (ICMPD), the European Border and Coast Guard Agency (Frontex), and the Migration Policy institute Europe (MPI-E) marked a significant moment during the Belgian Presidency of the Council of the EU.
On 19-20 March 2024, participants from different continents and diverse backgrounds, including policymakers, government officials, representatives from international organisations, civil society actors, and practitioners from development and return agencies, gathered to discuss the challenges and opportunities of ensuring sustainable migrant return and reintegration. These discussions framed within the 2021 EU strategy on voluntary return and reintegration, and aimed to go beyond a mere stocktaking exercise.
Discussions were dynamic, focusing on enhancing cooperation, fostering sustainable solutions, and implementing effective policies. Topics ranged from EU strategies and operational practices to socio-economic aspects, emphasising the importance of a holistic approach to reintegration and utilising innovation for evidence-based decision-making. Key outcomes emphasised the importance of collaborative efforts to harmonise return and reintegration strategies across EU Member States, while also recognising the need for tailored approaches to address diverse contexts and vulnerable groups. Strategies to ensure the comprehensive involvement of return counsellors and sustainable funding mechanisms for voluntary return initiatives were extensively discussed. The conference also emphasised inclusive project cycles and enhanced coordination among development and migration management actors to ensure sustainable migrant return and reintegration.
In summary, the conference underscored the significance of collaborative, holistic, complementary, and evidence-based approaches in addressing the complexities of migrant return and reintegration. It reflects stakeholders’ commitment to fostering cooperative partnerships and driving positive change in migration governance.
The outcomes of this conference will guide ongoing discussions and initiatives at both national and EU levels, shaping future actions to address return and reintegration challenges effectively.
