MEPs highlight the need for an effective and well-functioning European Border and Coast Guard Agency compliant with fundamental rights

Today, the European Parliament adopted a resolution wrapping up the fact-finding investigation by the Working Group on Frontex Scrutiny with 366 votes in favour, 154 against, and 15 abstaining. The Members of the European Parliament (MEPs) inter alia share concerns over the situation in Greece, Lithuania and Hungary.

In the resolution adopted today, the Members of the European Parliament (MEPs) stress inter alia that:

  • The increase in the Agency's responsibility and budget needs to be accompanied by a corresponding increase in accountability and transparency in internal procedures and in accountability towards Parliament and the Council in accordance with the applicable legal framework.
     
  • Efforts have been made by the Agency to implement 36 out of 42 recommendations made by the Frontex Scrutiny Group and further actions should be taken, including consulting the Fundamental Rights Officer earlier on when developing operational plans.
     
  • Operations in Member States where there are allegations of lack of respect of EU values should be scaled down. More specifically, MEPs express concerns regarding the serious and persistent allegations made against Greek authorities in relation to pushbacks and violence against migrants. They welcome the Agency’s decision to scale down its activities in Lithuania in July 2022 in the light of the judgment of the Court of Justice of the European Union (CJEU) on 30 June 2022. They call on the executive director to immediately suspend support for return-related operations from Hungary.
     
  • The Agency could have a key role to play in a more proactive response by the EU and Member States to search and rescue, particularly in the Mediterranean Sea, and to the fight against criminal smugglers and human traffickers.
