EMN Spain Conference: 40 years of Spain in the EU: Impact on migration policy

The EMN Spain Conference marks the 40th anniversary of Spain’s accession to the EU and reflects on four decades of transformation in migration policy and integration. It will explore Spain’s journey from a country of emigration to a key destination for migrants, alongside the evolving EU migration framework. The event highlights the Schengen Agreement’s role and the new European Pact on Migration and Asylum. Policymakers and experts will discuss challenges and opportunities shaping the future of migration in Europe.

What:

This conference offers a comprehensive review of the historic and ongoing impact of Spain’s EU membership on migration policy. Starting with Spain’s accession in 1986, the event will trace the country’s profound social and legislative changes, including its shift from emigration to immigration. Attention will be given to Spain’s evolving legal frameworks and reception capacities.

A key focus will be the Schengen Agreement, celebrating 40 years since its establishment, which removed internal border controls and strengthened cooperation on external border management and security. Discussions will address the balance between ensuring free movement and enhancing security, including border management and intelligence-sharing. The conference will also delve into the new European Pact on Migration and Asylum, scheduled to be implemented in 2026.

Finally, the event will explore future challenges, including demographic shifts, workforce shortages, and digitalisation. Through expert panels and interactive sessions, participants will examine strategies to build a more resilient and humane migration policy that supports economic and social development, addresses irregular migration, and fosters integration.
