Denmark takes over EU Council Presidency and sets out priorities in the asylum and migration field

From 1 July to 31 December 2025, Denmark will hold the Presidency of the Council of the European Union. The Presidency’s programme emphasises key priorities such as tackling irregular migration, strengthening border control, and fostering cooperation with partner countries. It also aims to enhance legal migration pathways and address the situation of displaced persons.

The Danish Presidency aims to support Member States in implementing the Pact on Migration and Asylum. It plans to explore new ways to address the root causes of irregular migration and dangerous journeys to Europe, including revising the concept of ‘safe third country’ and establishing an EU-wide list of safe countries of origin. Strengthening external borders and preventing the instrumentalisation of migrants are also identified as key tasks.

In addition, tackling migrant smuggling is expected to be a priority, with negotiations foreseen on the Regulation on combating migrant smuggling, as well as on the Directive establishing minimum rules to prevent and combat migrant smuggling. Maintaining strategic partnerships with key third countries along migration routes is viewed as essential to the EU’s overall migration management.

The Presidency also intends to advance negotiations on new legislation and shared European ambitions for an effective and modern return policy, providing Member States with concrete tools to return third-country nationals without legal stay in the EU. The Danish Presidency will also prioritise the implementation of the Entry/Exit System (EES) and other major IT systems, as well as the strategic use of the EU visa policy.

The Danish Presidency will also support initiatives that improve opportunities to recruit international labour within EU shortage occupations under fair and just conditions, and this will include advancing the adoption of the regulation establishing an EU talent pool.
