Council of Ministers takes note of vision to regroup asylum and migration services under a single federal authority

The Belgian Council of Ministers has taken note of a strategic vision for the reorganisation and centralisation of the federal administrative landscape. The plan foresees the regrouping of asylum and migration services under a dedicated Federal Public Service (FPS) Migration. The Council of Ministers has approved a timeline for the reorganisation and centralisation and has tasked the Minister for Public Administration with overseeing its implementation.

The regrouping of asylum and migration services follows the commitments set out in the federal government agreement. The agreement foresees the creation of a dedicated Federal Public Service (FPS) Migration, bringing together the Immigration Office, the Office of the Commissioner General for Refugees and Stateless Persons, Fedasil, and the Council for Alien Law Litigation. The reform aims to improve coordination and coherence across the sector while maintaining the operational autonomy of each entity.

On 23 December 2025, the Council of Ministers took note of this strategic vision on the proposal of the Minister for Public Administration, Vanessa Matz, and the Minister for the Budget responsible for Administrative Simplification, Vincent Van Peteghem. The vision sets out a first phase of transformation, focusing on the reorganisation and centralisation of support services across the federal administration. The Council of Ministers also approved the timeline for the first phase and tasked the Minister for Public Administration with its implementation.

In addition, the Minister for Public Administration and the Minister for the Budget are responsible for developing the second phase of the reorganisation, based on an analysis of essential tasks and in consultation with the relevant ministers of each portfolio.
