The Commission takes new initiatives to strengthen European integrated border management and facilitate returns

Today, the Commission adopted a Communication that presents the strategic framework for European integrated border management (EIBM) for 5 years and a Recommendation to Member States on the mutual recognition of return decisions and expediting returns.

On 14 March 2023, the Commission adopted the Communication establishing the multiannual strategic policy for EIBM (EIBM Communication). With the adoption of this EIBM Communication, the Commission established the five-year Multiannual strategic policy cycle for EIBM, for the period 2023-2027. It provides a coordinated framework for national authorities managing the border, as well as for over 120,000 officers of national border authorities and Frontex. The key priorities of the Strategy have 15 essential components and particular emphasis is placed on the following ones: 

a) border control, b) a common EU system for returns, c) cooperation with third countries, d) inter-agency cooperation, e) use of state-of-the-art technology including large-scale information systems, f) respect, protection and promotion of fundamental rights, g) a coherent and comprehensive quality control mechanism, and h) EU funding instruments.

The Commission also published a Recommendation on mutual recognition of returns decisions and expediting returns. The recommendation aims to counter irregular and dangerous migration and the exploitation of migrants by strengthening mutual and rapid recognition of return decisions through the modernization of the Schengen Information System, which entered into force on 7 March 2023. The guidelines should make it possible to ensure the effectiveness of return procedures, thanks to closer cooperation between the competent national authorities, and to encourage voluntary returns.
