The topics of the 2023 EMN outputs are known

The EMN Member Countries have voted on the topics which will be analyzed in studies and informs in 2023. In line with the targets outlined in the 2023-2025 work programme of the EMN, 3 new studies and 10 new informs will be published next year.

The EMN will carry out the following 3 studies in 2023:

1. The application of the Temporary Protection Directive: lessons after the first year
This study aims to provide an overview of data on key areas of the implementation of the TPD, to identify challenges and best practices in each Member State and to provide general insight into the implementation process in Member States. It also aims to describe cooperation between Member States in the implementation of the TPD.

2. Illegal employment of third country nationals: 2017-2022 situation analysis
This study aims to provide a situation overview regarding the prevention of illegal employment in the Member States, giving an update to a 2017 EMN study on Illegal Employment of Third-Country Nationals in the EU. The proposed study will also account for the illegal employment of Ukrainian nationals in the EU after the beginning of the war in Ukraine. It aims to gather insights into new developments regarding the institutional framework to fight illegal employment in the Member States, new measures to detect cases of illegal employment, as well as good practices about illegal employment prevention since 2017. 

3. Reception conditions of applicants of international protection: challenges, policies and practices in EU Member States, and associated costs
This study aims to map the policies and practices that shape international protection applicants’ access to reception conditions in Member States, analyse differences/similarities with regards to Member States' policies on reception and identify good practices in financing, discuss the challenges in implementing the Directive 2013/33/EU, with a focus on ensuring sufficient funding. The study will also examine the costs associated with the obligation to ensure access to specific material reception conditions in accordance with EU legislation, with a focus on reception conditions and services provided to asylum seekers (e.g access to housing, food, clothing, daily expenses allowance, health services etc).

The EMN will publish Informs on 10 topics in 2023:

1. Processing of biometric data of third-country
This Inform aims to gather information on the legislation, current practices and possible changes in the processing of biometric data of third-country nationals. It also aims to find out, whether data protection regulations or EU-wide IT systems for security and migration have had or will have an impact on the processing of biometric data of third-country nationals.

2. The implementation of coherent return and reintegration assistance 
This Inform aims to acquire insights on the linkage of the individual elements of a coherent return and reintegration support, including in particular program development, program implementation (application and processing modalities) and information dissemination.

3. Labour market integration of beneficiaries of temporary protection from Ukraine
This Informs aims to analyse data and map existing policies, structures and measures to support labour market integration of beneficiaries of temporary protection. Focus shall be given to measures facilitating the transition from subsistence support/material reception conditions into the national labour market (e.g. bridging measures).

4. Digitalisation of identity documents issued to third-country nationals
This Inform aims to explore the possibility of issuing third-country nationals with digital-only documents (eg. residence permits). It will examine the feasibility as well as the security of such scheme, and it will assess the technical means and impact of implementing digital-only documents.

5. Family reunification of third-country nationals
This Inform aims to compare national practices relating to family reunification, building further on the 2017 EMN Study on Family Reunification of Third-Country Nationals. Specific emphasis is put on the impact of the ECHR and ECJ’s jurisprudence regarding the right to family life (rights of the child, UAMs), the introduction of an application for family reunification (how, in what timeframe, by whom, procedure, etc.) and the provisions regarding the journey for family reunification. 

6. Monitoring the integration of third-country nationals
This Inform aims to look into the definitions, the goals and process of integration as an update of the 2019 EMN study on the Labour Market Integration of third-country nationals in EU Member States. It will gather information on the criteria used in monitoring the integration of third-country nationals, and map the diversity of approaches for monitoring integration in the Member States. Focus will also be put on the interlink between monitoring and policy-making.

7. Housing integration of migrants in the EU. Policies and measures
This Inform aims to collect information about main problems migrants, including ethnic minorities, face when accessing and maintaining adequate housing. It will examine policies and measures implemented to tackle these problems, prevent homelessness and foster social inclusion of homeless migrants.

8. External cooperation on migration and development
This Inform shall collect comparable information on Member States’ external relations and their cooperation with third countries. It is intended to help the Member States and the EU to further strengthen their external cooperation and to identify synergies and potential joint activities among Member States, including as part of actions under the New Pact on Migration and Asylum.

9. A horizontal analysis of the procedures for the application for residence permits and visas under the Legal Migration Directives
This Informs will enable a better understanding of problems faced by third country nationals and Member States when processing applications. It will bring clarity over cross-cutting issues, in particular with regard to the processing times of such procedures, the organisation of labour market tests and the documentary evidence to be provided. 

10. Implementation of measures for language and civic training as the main tool for integration of third country nationals
This Inform will provide an update on language requirements for foreign nationals (prior to arrival on the territory, if applicable, and then to obtain a residence permit). It will collect best practices, possible innovations and findings to provide useful insights related to useful integration tools.
